My outside water faucet is putting out leaves when turned on. what could be causing this?

It is very unusual that you would have leaves coming out of an outside water faucet.

Do you have an anti-siphon valve in this faucet? If not, then it could be possible that water is being drawn up from a garden hose into your house. If this is the case, then you should replace this faucet as soon as possible with one that does have an anti-siphon valve. Most towns require this to prevent any contamination of domestic water supplies from attached hoses.
